• Georgia: Restricts usage strictly to a limited low-THC medical oil registry, but provides no legal in-state framework or licensing to cultivate or purchase it commercially. 

• Idaho: Maintains a total prohibition on all forms of consumable marijuana and has no operational medical or recreational programs. 

• Indiana: Prohibits all recreational and medical marijuana, allowing only specific industrial hemp-derived CBD products. 

• Iowa: Offers a very restricted medical cannabidiol program, but lacks a standard commercial dispensary production and market network. 

• Kansas: Completely bans medical and recreational marijuana with no operational legal cannabis market. 

• North Carolina: Cannabis remains completely illegal for adult or general medical use, lacking any state-regulated licensing framework. 

• South Carolina: Has no legal medical or recreational cannabis market, licenses, or state-sanctioned dispensaries. 

• Tennessee: Prohibits both medical and recreational cannabis frameworks entirely within state lines. 

• Wisconsin: Does not permit a legal medical or adult-use cannabis industry, restricting options mainly to federal farm-bill-compliant hemp products. 

• Wyoming: Completely prohibits recreational use and has no operational medical cannabis licensing system or dispensaries. [1, 3]

Texas does not have a legal cannabis industry of any sort - not even medical cannabis - and the state has recently banned hemp-derived THC.
